BEDFORD TOWNSHIP, MI – Monroe County Sheriff Dale Malone had previously reported a serious injury, car versus pedestrian, traffic crash that occurred at approximately 6:24 p.m. on Tuesday, February 9th, 2016 on Secor Road south of Erie Road, in Bedford Township.
An investigation revealed that Michael A. Perkins, 73-years-old, of Petersburg was operating a 2008 Dodge Dakota pickup truck southbound on Secor Road, when he struck a pedestrian, Devin N. Garrow, 27-years-old, of Temperance. Mr. Garrow was reportedly walking south in the southbound travel lane.
Sadly, the Monroe County Sheriff’s Office was informed that Mr. Garrow died from injuries suffered in the crash. Devin died at 2:00 p.m. on Wednesday, February 10th, 2016. Devin Garrow was being treated for his injuries at Promedica Toledo Hospital in Toledo, Ohio.
The crash remains under investigation by Deputy Jon Lasotta of the Monroe County Sheriff’s Office Uniform Services Division and Deputy Dave Raymond of the Traffic Services Division. Anyone with information about the crash is asked to call 734-240-7711.

Devin Garrow was a willful, restless spirit who worked odd jobs while he lived and breathed music. Music was Devin’s most proficient language. He played guitar and bass, working on his own musical projects, and providing support to other local bands. In many ways, Devin existed as a paradox. His story can’t be confined to a simple narrative of black and white, good and bad, love and pain. Sometimes rolling with Devin got messy. A walk through his room showed stacks of CDs like a hedge around his bed, walls lined with posters, and eclectic collages of magazine clippings. An aura of stale incense and spent candles lingered in the air. Devin was all or nothing, and crammed a lifetime of good and bad choices into 27 years. His family looks back at his stint of hitchhiking and elective homelessness with a mixture of awe and exasperation. Devin had a distinctive sense of style. He experimented with a mix of facial piercings, earlobe stretching, and dreadlocks. Whatever Devin lacked in budget, he made up for in taste and creativity.
Devin is survived by his enormous, over-involved family. His father, Patrick Garrow, his Mother Jennifer (Weaver) Garrow, and his siblings: Emily, Levi, Gabe, Grace, Josiah, Liberty, Glory, and Isaac. He also leaves behind a loving girlfriend, Holly Rae, who brought new light into his life. Holly is adored by Devin’s family, and will always hold a special place in his history. Devin will be missed in the mosh pits, and by many in the Toledo music scene and beyond. He will be grieved by loving aunts, uncles, and cousins on both sides. Devin was preceded in death by his Cousin, Ryan Filka, on April 29, 2015.
